What is a refrigerant?

A refrigerant is a substance used in refrigeration, air conditioning and heat pump systems to absorb and transfer heat. In the EU, refrigerants are regulated chemicals, meaning their production, use, recovery and end-of-life management are governed by the F-gas Regulation.

Reclamation is the process of treating used refrigerants in certified facilities, so they are restored to virgin-equivalent quality. Once reclaimed, these refrigerants can be placed back on the market under EU rules.

Reclamation plays a central role in enabling circularity in the sector, as it reduces the need for new refrigerant production while ensuring high quality and compliance standards.

Recycling refrigerants involves the basic cleaning or reprocessing of refrigerants recovered from equipment so they can be reused. This treatment removes some impurities, making the refrigerant suitable for reuse, typically by the same operator.

However, unlike reclamation, recycling does not restore refrigerants to virgin-equivalent quality. As a result, recycled refrigerants are subject to more limited uses under EU law and cannot be freely placed back on the market.
